Changed your phone number and worried about OTPs or licence services? The important thing is to distinguish the mobile number in DigiLocker/Aadhaar from the mobile number held in the transport record.

If you cannot receive DigiLocker OTPs, the problem may be your DigiLocker/Aadhaar-linked mobile rather than the driving-licence record itself.
If you need to update contact details held against your DL application or RTO record, use the relevant Sarathi service for the issuing state.
If you recently changed your phone number, do not assume that updating DigiLocker automatically updates the RTO record.
DigiLocker says that if you have lost the mobile number registered with DigiLocker, you can sign in using Aadhaar authentication, provided the Aadhaar-linked mobile can receive the OTP. After signing in, the profile section allows the DigiLocker mobile number to be edited and verified with an OTP sent to the new number.
This is specifically a DigiLocker account change. It should not be confused with updating the mobile number stored in a driving-licence record.
Open the official Sarathi portal and select the state that issued your licence. Look through the services available for your state and follow the option for updating the relevant user/contact details if it is offered.
The exact flow can vary because Sarathi services are presented through state-specific implementations. Parivahan describes Sarathi as the platform for licence-related services including application and other DL work.
If the portal does not offer the change you need, contact the issuing RTO and ask which process they currently use. Keep your DL number and application details ready.
Do not give an OTP to another person who offers to 'update' the number for you.
If the old number is your Aadhaar-linked number, update Aadhaar through the proper UIDAI process first if required. DigiLocker cannot simply replace Aadhaar data with a different value.
If the old number is only the contact number in the transport record, follow the Sarathi/RTO process for that record.
Keep your Aadhaar-linked mobile active because it is important for many identity and OTP-based services.

When you submit an RTO application, use a mobile number you can actually access and keep the application receipt.
Never share Aadhaar OTPs, DigiLocker security PINs or other authentication codes with a caller claiming to be from an RTO.
