A wrong date of birth can cause problems with DigiLocker, licence services and identity verification. Start by finding which record is actually wrong, then correct the source record rather than trying to work around it.

Look at your Aadhaar, physical driving licence and any other official document that clearly establishes your correct date of birth.
If Aadhaar is correct but the DL has the wrong DOB, the DL record is the one that needs correction.
If the DL is correct but Aadhaar has the wrong DOB, correct Aadhaar first. DigiLocker cannot be used to make the Aadhaar profile show a different date of birth.
Do not assume that a DigiLocker error means the DOB is wrong. A wrong DL number, name mismatch or missing National Register record can produce a similar failure.
The date of birth is one of the identity details used when government services match a person to a record. A mismatch can prevent DigiLocker from fetching a driving licence or cause an application to fail validation.
If you are applying for a new service, enter the DOB exactly as it appears in the record being used by that service. Do not change the date just to make a form accept it.
For an existing licence, a genuine correction should be made through the transport authority rather than by creating a second licence record.
Start on the official Sarathi portal and select the state that issued your licence.
Look for the available service for correction/update of driving-licence details. The exact menu wording and whether the service can be completed fully online can vary by state.
Prepare documentary proof of the correct date of birth. The RTO/state portal will tell you what proof is acceptable for your particular application.
Submit the correction request, pay the applicable official fee if required, and complete any verification or appointment step shown by Sarathi.
Keep your application number and receipt until the corrected licence record is visible.
After the record is corrected, return to DigiLocker and try fetching the driving licence again.
DigiLocker explains that this message can appear when the information entered does not match the issuer data. Re-enter the correct details and check the licence number before assuming you need an RTO correction.
If your Aadhaar DOB and physical DL DOB are clearly different, stop retrying the fetch and correct the underlying record instead.
If both documents show the same DOB but DigiLocker still fails, check whether the DL is available in the National Register by using the Parivahan record-checking service recommended by DigiLocker.
